About

Dr. Noemi Noriega Frias (president of FACCGH) is a multi-awarded STEM educator, visionary leader, and global advocate for educational equity and community development. She has led initiatives supporting at-risk, minority, and first-generation college-bound students, while advancing education and healthcare access for underserved communities worldwide. She has a PhD in Biology and an MBA major in Organizational Management.

An active member of global humanitarian organizations such as We Care For Humanity, Sister Cities International, and Africa Women’s Health Project International, Dr. Frias exemplifies lifelong learning and service. Her honors include U.S. Congressional and Texas Senate STEM awards, the Dr. Jose P. Rizal Excellence Award, and the U.S. Presidential Lifetime Achievement Award. She has been knighted by the Royal Maharlika and honored as Bae’ by the Sultanate of Maguindanao.

Dr. Frias is CEO of Capstone House LLC, President of the Filipino American Chamber of Commerce of Greater Houston (FACCGH), and National Secretary of the Federation of Philippine American Chambers of Commerce (FPACC). As a speaker, consultant, and advocate, she empowers educators, designs inclusive programs, and leads with compassion and integrity.

FACCGH promotes entrepreneurship and bridge local and international business opportunities. It is a proud member of the Federation of Philippine American Chambers of Commerce (FPACC).
